[D-Space] A little history

Some people already know about this but now we have a working archive I ought to
explain so that people can see the back story

The City Council has been working on a "Digital Strategy" for a while
spearheaded by (then) Cr Cull. The held their last set of hearings about 4
months ago. I made a presentation in favour of pushing fibre into the
neighbourhoods - making the point that there are a number of people like me (and
some on this list) who live in Dunedin and work overseas, bring new wealth into
our local economy but are largely invisible to most economic information (my
guess is there's $1-2m comping into Dunedin every year this way).

One of the things the DCC group were looking in to was creating a "Digital
Clubhouse" which largely was intended as a computer literacy initiative for the
retired, it would likely end up in South Dunedin beyond the reach of most Uni
students ... we were wondering why there wasn't something for the other end of
the computer literacy scale, pushing the envelope a bit and maybe helping people
work together, come up with new ideas and hopefully spinning out businesses into
the community - with DUNLug's backing I included this as part of my presentation
- but (on purpose) didn't ask for any money or anything, the city doesn't have
any at the moment, more just sowing the seeds

So this wont be a new idea to the powers that be, but we can probably leverage
it into some publicity (cue heavily staged ODT page 3 picture of beaming school
kid with something he/she made) when the time comes to try and attract members
