[D-Space] Rules for an unincorporated society

We need a set of rules for our unincorporated society so we can open a bank 
account - I've prepared and attached a set from the sample set for an 
incorporated society from here:

this is a sample designed to be used for an incorporated society, since we're 
not quite at that step yet I've adapted the document to fit an unincorporated 
society - this should make moving forwards to incorporated status easier.

I've made a few changes to this document:

Minor changes:
- changed the name of the society
- name of the executive committee to "the Board"
- removed a couple of minor references to being 'incorporated'

Major changes:
- removed the clause saying that the initial members of the incorporated society 
are the members of the unincorporated society
- added a clause saying that board meetings are open to all members (as we 
talked about at our meeting the other day)
- reduced the size of the board (to reflect our current size)
- changed the goals of the sample organisation to being close to ours (I'm not 
done here, I'll finish it today - it's the actual rules that are important).

All this stuff is largely boilerplate, the same stuff is used by almost every NZ 
society - the goal is not to create a final perfect document, but something to 
get us to the point where we approve a set of rules we can use to become 
incorporated (which do have to be a best effort) which should happen in a few 
months.

we're at step 0 setting up what is referred to in step 1 as "your group".

Here's how I would see us moving forward:

- adopt the rules for the unincorporated society
- open bank account
- move forward on setting up space
- prepare rules for incorporated society
- apply for IRD approval of the rules
- call SGM of unincorporated society and vote on them (need 15 members)
- apply for incorporation
- receive approval
- dissolve unincorporated society turn over all assets and membership to the 
incorporated society
- apply to IRD for formal tax status


I'm going to finish off the goals and present these to the meeting this evening 
- 7pm at the Duke of Wellington in the exchange.
