How about if we reserve it (pay deposit etc if necessary), but don't 
actually start renting it until we have enough members signed up?  When 
you join you maybe pay a joining fee and commit to the monthly fee, but 
don't actually start paying the monthly fee until we reach the target 
membership number and start the room hire?

That way we are all focused on finding enough members and the stop-gap 
solution (some people paying more) doesn't end up dragging on...

My suggestion for membership fees:

Regular: $20/mo
Family/Flat: $30/mo
Supporter: $40/mo (someone who is prepared to pay more to make it 
happen, no extra benefits)
Tertiary student: $100/yr
Secondary Student: $60/yr
